چکیده :
Social Economical Cultural (SEC) costs, increasing haunt of the personal cars caused by insufficiency services and decreasing the quality of life in cosmopolitans. Development of Electronic-City (E-City) using Internet of Things (IoT) is one of the important solutions to decrease the crisis of traffic. In this paper, a smart system is presented to control transportation as the newest tool using IoT. Innovative method is purposed to calculate imposed SECs from personal cars to the city and society via machine learning algorithms. The toll is got according to the real function of the car by installed hardware on the car with an online support network. The information is saved in the confidential database to report to users on the clouds. This system can define variable costs with regard to location, timely and SEC components by wielding a special user by Artificial Intelligent (AI) gadgets. Research objectives are including of justice payment the SECs of a citizenship according to quality and quantity present in cosmopolitans. The case study is Tehran as a world’s cosmopolitan. The statically assortment has been chosen from government authorities and academic experts. Spots’ research has done by Strengthens, Weaknesses, Opportunities and Threatens (SWOT) model and Quality Strategic Programming Matrix (QSPM). Finally, guidelines are anticipated using innovative in four aspects. The increase of municipalities’ stables incomes to develop transportation infrastructure, decrease of Environmental Pollution (EP), traffic management and decrease unnecessary travels by the development of Intelligent Transportation System (ITS) and allocate facilities that earn from tolls to establish transportation systems with social justice.
